Try reinstalling your GPU drivers.
When your game crashes press Control+C. It copy it to the clipboard, then post the error here.
without getting in to a lot of detail's, Try what Mikfail said first. Then Verify your game files in the steam library.

Hi, I screwed up and tried adding re shader to SCUM, and it wouldn't work, so then I exacerbated the problem by deleting the re shader rather than uninstalling it. I tried uninstalling the game and restart with the same resulting error messages and the game won't run. I tried reinstalling the re shader ( 3 times,) in order to follow the uninstall instruction, but no dice. SCUM.exe - Application Error The application was unable to start correctly (0xc0000142). Go to this location and delete the whole "Saved" folder and then try to start the game.
C:\Users\*user name*\AppData\Local\SCUM
Please reply back if it helped.
Thread moved to technical support.

Here is a Guide that explains ReShade:
https://steamcommunity.com/sharedfiles/filedetails/?id=1761126098&searchtext=reshade
ReShade only works when you start SCUM from \Steam\steamapps\common\SCUM\SCUM\Binaries\Win64\SCUM.exe
You can send the SCUM.exe from that Folder to your Desktop by right click.
To uninstall ReShade you can simply delete all related Files such as
opengl32.dll
dxgi.txt
dxgi.dll
ReShade.ini and the Folders (Reshade Shaders)
@OP: Should nothing work like re-installing GPU Drivers you can also start SCUM from Win64 Folder. EAC is still working end detecting, but won't give any crashes.
Go to this location and delete the whole "Saved" folder and then try to start the game.

I finally found and deleted said file, restarted computer but still get same error messages.

Verify game files with steam now. Should help.
Try to use a program like CCleaner or anything of the sorts to remove improperly uninstalled/deleted files, it might help.
So far, nothing has worked to prevent the same error messages, and the game from running. Should I remove the game completely, and re-install it? Thanks for the CCleaner suggestion, and perhaps with more tinkering it will remove the issue, but preliminary efforts have failed.

Not sure if this will work since amdihk64.dll seems to be part of the AMD video card software package which should have nothing to do with the game installation.
When reinstalling the driver, have you made sure to remove it completely using this[www.amd.com] tool before attempting to perform a clean reinstallation?

Or Display Driver Uninstaller.
I use this one personally.

Currently downloading what I hope will be a clean reinstall. I'd just like to thank you for your helpful suggestions, and instruction. Man, a little bit of knowledge can sure gum stuff up... remind not to mess with a good thing in the future.
Might not get to test it tonight. Working tomorrow too, and needs must sleep soon.
I will keep you posted. :::fingers crossed:::
